Advocate

The fee structure for empanelled advocates is governed by the Standard Guidelines for Empanelment of Advocates in ESIC (Appendix-B), effective from 01.02.2026. Fees vary based on the category of counsel (e.g., Group 'A' Counsel, Senior Panel Counsel, Special Counsel, Central Government Counsel, Senior Arbitration Counsel) and the level of court/tribunal (Supreme Court, High Courts, CAT, District Courts, Arbitration Tribunals). The schedule covers various items of work including effective hearings, non-effective hearings, drafting pleadings, and retainership.

• Supreme Court Panel (Group 'A' Counsel): Fees as specified in Table 'A'. Retainership for Standing Counsel as per Table 'B', Serial No. 1.
• High Courts & Tribunals (except Principal Benches of Bombay & Calcutta) (Senior Panel Counsel): Fees as specified under SPC in Table 'B'. For advocates with less than 10 years experience, fees as Central Government Counsel (CGC) in Table 'B'.
• High Courts (Principal Benches) & CAT/Other Tribunals (Bombay & Calcutta) (Special Counsel): Fees as specified under Special Counsel in Table 'C'. For advocates with less than 10 years experience, fees as Senior Counsel Group-I in Table 'C'.
• EI Courts, Magistrate Courts, District & Subordinate Courts, and District Consumer Forums: Fees as specified in Table 'D'. Retainership for Standing Government Counsel as per Table 'D', Serial No. 1.
• Arbitration Cases: Fees as specified under Senior Arbitration Counsel in Table 'E'.
• Travel & Hotel Expenses: Reimbursable as per Level 11 or 12 of the 7th CPC of the Central Government, depending on the court.

Eligible practicing Advocates must submit their applications in the prescribed format by the specified deadline.

• Application Forms:
  • New applicants should use the format provided in Annexure-II of Appendix-A.
  • Existing panel Advocates desiring fresh empanelment must use the format in Annexure-III of Appendix-A.
• Submission Address: Applications, complete in all respects, must reach:The Regional Director, Regional Office, Employees' State Insurance Corporation, Panchdeep Bhawan, Sarvodaya Nagar, Kanpur, U.P-208005
• Deadline: Applications must be received on or before 31.08.2026 up to 5:00 PM. Applications received after this date or found incomplete will be rejected.
• Required Documents: Applicants should submit all supporting documents as per the Standard Guidelines for Empanelment of Advocates in ESIC, including:
  • Copy of valid enrolment/registration certificate issued by the Bar Council.
  • Copy of identity card issued by Bar Association.
  • Copy of Government ID proof and PAN.
  • Advocate-on-Record registration certificate (if applicable for Supreme Court empanelment).
  • Curriculum Vitae (CV) detailing professional experience, areas of practice, and important cases handled.
  • Income tax returns for the last two financial years (where considered necessary).
  • Two recent passport-size photographs.
  • Undertaking and declaration regarding conflict of interest.
