Raksha Mantri Rajnath Singh to Lead Indian Delegation at 25th SCO Heads of Government Summit in Dushanbe
The Ministry of Defence announced on 18 October 2026 that Raksha Mantri Rajnath Singh will represent India at the 25th Meeting of the Council of Heads of Government (CHG) of the Shanghai Cooperation Organisation (SCO), convened in Dushanbe, Tajikistan, on 19–20 October 2026.
Key Facts & Dimensions
- CHG Mandate: The Council of Heads of Government is the second-highest decision-making organ of the SCO, mandated under the SCO Charter to deliberate on multilateral trade, economic cooperation, regional connectivity, digital innovation, and approving the organization's annual budget.
- Representation Significance: While India has historically been represented at the CHG by the External Affairs Minister (EAM), fielding the Defence Minister reinforces India's stance that sustainable economic corridors, trade, and connectivity cannot be decoupled from zero tolerance toward cross-border terrorism and territorial integrity.
- Financial & Institutional Decisions: The Dushanbe session will review ongoing multilateral initiatives and approve funding allocations for the newly operationalized SCO Universal Center for Countering Security Challenges and Threats and the SCO Anti-Drug Center approved during the Tianjin Summit.
